Creation of the Wintering Bird Atlas of Ukraine is discussed. Mistakes in the published questionnaire and methods of the works are criticised. In author's opinion the compiled in Ukraine atlas will be not comparable with the other European countries because of the insufficient investigation of squares. Ukraine has not enough amateur-ornithologists and they have weak material possibilities at present. It is proposed instead of the square investigation to carry out the synchronous counts in the definite habitat types. [Russian].
